Maybe you did all 34 of the world event races that appear on the map, but didn't do any of the hidden races that don't appear on the map. You need 35 world event races to make one final URL race show up, so that you can race against the last URL race to unlock the Caleb race.
Hidden Tracks. This mod adds to the Quick Race selection new tracks which are exclusive from the Dyno and tracks which were removed during the development of the game. - New tacks are locked by default.
